How do I keep a button on a toolbar in Visio?

When I try to add a command/button (Format Text, Change Text Direction) to
the Formatting toolbar using the Customize option, the button is already
showing on the toolbar. But when I close the Customize windows, the button is
gone. I've tried adding it again, but it always goes away. I've tried
adding it to a different toolbar, but no luck there either.

The Right-To-Left button is enabled only when the OS has bi-directional
language support installed/enabled.
A similar issue is documented in this article, which talks about installing
bi-directional font support:
