How do I keep comments with specific cells?

I'm working with Excel 2002. I'm adding comments to specific cells. The
problem is that if I insert or delete rows above or below that particular
cell, the row will move but the comment is left behind. If I want to view
all comments, they end up being pages away from the cell I want them to be
associated with.

I've tried Format Comment-->Properties, but all of the "Object Positioning"
options ("Move and size with cells," "Move but don't size with cells," "Don't
move or size with cells") have this problem.
