how do i keep formatting from changing in form filled

I have a document and the formatting keeps changing even after I protect the
documents. I am using tables as well. I want users to be able to form fill
however i do not want to change the original template of the document.

Have you set the table rows to an exact height and the table columns to a
preferred width and disabled auto resizing?
