how do I keep my button bar from scrolling with the page content

I have a background that dose not move while the content of my pagesw will
scroll up or down as the user searches the page. The problem is I don't want
the hyperlink buttons on the left side column of my pages that reference the
web site pages to scroll.

How can I make my page links stay locked.
