How do I keep review tool bar from automatically popping up?

Windows XP Professional, 2002, SP2, Word 2002, SP2, and Excel 2002, SP2. I
turn off the Reviewing toolbar, then open another doc, and the toolbar pops
up again, in all the open word docs (does the same thing for Excel). How do I
set it up so the reviewing toolbar NEVER automatically pops up? I only use it
about once a month, but end up turning it off about 30 times a day. I don't
want it, I don't use it, I want the extra line on my screen for another line
of document or Excel text.

I already tried that, it will remove the tool bar until the next time I open
a document, then the tool bar will re-appear again. I don't want word (or
excel) to ever put the toolbar up by itself. If I want to see the tool bar I
will go to view, toolbars, and check it. It may even be tied to the last
saved version, if someone saved the doc with the tool bar then it is possible
word will pop it up automatically.

You understand exactly why it happens as you stated in the last sentence
of your posting. I would suggest that you LEAVE the reviewing toolbar
docked in the Toolbar area and remove all the Buttons to minimize the
footprint. That way when you open documents that have it turned on, it
is already in place and won't annoy you by popping up in an undesired area.

Unfortunately the only other alternative to using macros to control the
Reviewing toolbar is to ask everyone who sends you file attachments using
Outlook 2002 to turn off the Automatic Review option. But on the bright side,
thankfully Microsoft heard our cries and turned the Automatic Review option
off by default in Outlook 2003.
