How do I launch a MDB from a web page?

I am trying to use a webpage link to open a LAN based, MSAccess-XP database
(.mdb)

Here is the hyperlink I am using. It opens 2 instances of Access.
file://main1/public/cit/action.mdb

What is the proper way?
