How do I draw a line in Word 2007 and then change it's attributes, ie to a
double line?

Double line is not an attribute for lines that you draw. (i.e., Insert -
Shapes - Line). However, you can achieve a double line by copying an
existing one and then snugging the copy close to the original. If the lines
are inserted in non-Inline wrapping style, you can then select them and
group them so that they function as a single entity when resized.

Double *is* an attribute for paragraph and table borders, there is also a
double-underline attribute you can apply to text. In these cases, however,
the lines are not "draw-able" and cannot be manipulated the way line shapes
can be.
