how do I lock a border to a text and picture I am making a label

I am trying to make a quilt label that I can copy and paste with others to
one page to print several labels on one page with different designs. I have
the picture and text grouped together, but when I try to copy and paste the
design, only the border pastes. How do I lock the border to the picture and
text and make one object to copy and paste?
