Placing the image on the H/F layer _shouldn't_ dim it noticeably, except on
screen while working in the text layer... the same way H/F text displays
dimmer than what is on the text layer. As long as you don't use the
Format>Background>Printed Watermark with 'washout' checked the image should
be rendered the same as if on the text layer. Also, placing it in the H/F
layer is the only way to prevent it from being moved, and even that isn't
foolproof if someone knows how to access H/F.
However, if you prefer to have the image on the text layer there is no way
to anchor the text on a page because 'pages' do not exist in Word. Word is
concerned only with the flow of text, so graphics are actually anchored to
the text, itself, in one of two ways:
1- As an InLine graphic in a line of text as any alpha/numeric character
would be, or
2- If Text Wrapping is applied the graphic becomes free-floating, but is
anchored to a paragraph rather than to a position in a text line.
Either way the image moves with the text to which it is anchored.
If the doc is not going to be edited further by the recipients, you might
want to consider using Tools>Protect Document or rendering your final output
as PDF.
