How do I lock a picture in Word document so it can't be deleted?

I'm creating a letterhead template in Word and in the background there is an
image/outline of people with a text box over it for writing letters to
potential clients, vendors, etc. I want to make this accessible to my company
and staff, however I want to make sure the image won't get deleted from the
document by mistake. Is there a way to lock it or make it so nobody can
change, erase, delete it? Please let me know if you have any advise.

A proper letterhead template does not require a text box, as the background
and other static elements should be in the page header. See
http://sbarnhill.mvps.org/WordFAQs/Letterhead.htm. Putting these elements in
the header usually suffices to prevent inadvertent deletion, though it is
not protection against intentional tampering.
