How do I lock the header in a scrolling report

I have a report that returns several columns of data and I would like the
header to remain while the rows scroll below.

You can't.

A report in Access is basically a view of what will be printed. So unless
you print the Header row over each detail (or group) you are not going to
see it as you scroll down on the page.
