How do I lock web pages in Publisher so as not to move around?

I am both setting normal web page sizes and also trying to do custom size,
but during my work, the pages move all over a huge area of pixels, which
seems to happen at random. I have to reduce to 10% to find, then copy to 0 by
0 location and then save, however, it happens all the time. Is there some way
for me to lock my upper left hand corner and total web page so as to maintain
it's postion without moving around? I am trying to set my web at 900 x 600. I
am not so concerned with the actual size as I am this issue of losing my page
placement and having to manually go back and move each page back to the upper
left hand corner. When I look at page size, it shows 900 x 4608, can't
explain why after setting it to say 900 x 600, it seems to just change during
work, by itself. I'm sure I'm causing the problem,but can't seem to resolve
it. Thanks much

Height is for a print publication. In version 2003 a web publication is not
supposed to have a fixed height setting. Pub 2003 sets the height to the last
content object on the page at the time it writes the code. Stop trying to
force that and see if that resolves your issue.

900 wide is still too wide considering most viewers are still viewing at 800
which means your webpages shouldn't be wider than about 760, otherwise your
viewers will need to scroll left right a lot.
