You won't be able to use the navbar wizard to produce the navbar in two
languages. You would have to manually build a navbar.
Alternatively, create the second language version with a second Publisher
file, and upload it to a subfolder on your host for your other language
version, and cross link between the versions. Here is an example of a
Spanish and English version of a Publisher built website:
http://www.somoscapazes.org/ where the subfolder "english" contains the
second version. Just click on the "English" link in the upper left corner of
the default Spanish version (
http://www.somoscapazes.org/english/index.htm),
and "Espanol" on the English version.
