How do I make a resource unavailable

I have inactivated users, but they still appear as availalble resouces. How
do I make a resource unavailable?

Inactivating a resource makes the resource unavailable in the Build Team
from Enterprise dialog. I need to know where are your inactivated users
appearing as available resources, therefore. Let us know.
