How do I make a table with the top descriptions at an angle

Word does not have that feature. Although Excel does, so you could
change your table into an embedded Excel table and then format your
cell and use the Alignment Tab.

Another option, would be to select each of the values in the top row
of cells insert textboxes. The text boxes can then be vertically
formatted. You wouldn't be able to do anything other than 90 degrees
though.

A text box is not required; text can be rotated 90 degrees in table cells in
Word 97 and above.
