How do I make Create Screen Clipping available

I've added the OneNote icon to my system tray, but the "Create Screen
Clipping" feature is unavailabe (faded letters). How can I fix this?

The only time that this is disable is when you have viewed any content that
contains IRM so a protected email or protected document.

Please close all of those documents and you should be able to create a
screen clipping.
