How do I make Grafcet diagrams in Visio?

I want to create a Grafcet diagram for showing startup and shutdown
sequences for a chemical plant, but I am not sure if there is a suitable
template in Visio. The topic would probably be under either process or
control engineering.
The refernce is an introduction to Grafcet diagrams.
