How do I make guide lines always show on top in Publisher?

I have a publisher document with 1/4 inch guidelines. When I move an image
over the guide lines, they dissappear. Is there any way to have the guide
lines always show on top when an image is moved over it?

A p.s., you can hide the pictures, View, pictures, hide pictures. The guidelines
will show up. You can use the toolbar customization and drag this command to the
toolbar where it will be handy to use.
