How do I make Outlook 2003 accessable to another user account

I have an Admin account which I do not want to use for surfing, mail etc. I
create a 2nd user account. When I log into my 2nd account (which is
Limited-XP Home) I do not see Outlook. If I do a search, I can find Outlook
but when I click on it it begins Window Installer program and tells me it
cannot find SKU01.cab file. How can I send and receive mail via my 2nd
limited account

When you installed Outlook, did you install it for everyone or just the
Administrator account?
