How do I make Outlook spell-check with the right dictionary?

I have set up Outlook to spell-check with Norwegian as default. This works
fine if I create a new email.

But if I reply to an email the spell-checker defaults to English (US). Its
really annoying to have to change this manually every time, and if I forget
to change it the spell-checker with autocorrect happily changes words like
"modell" to "model" automatically.

How can I fix this?

Running Outlook 2003 SP2 US version with language pack.
