How do I make text searchable in a Visio drawing saved as HTM

I need to create flow charts using Visio but I want the text in the shapes to
be available to be searched when the drawing is saved as an HTML file. It
appears that shapes and text are all combined into a single picture by
default.

Also, is there a way to make Screen Tips visible in an HTML file viewed in a
browser?

In Visio 2003, SaveAs Web Page does create a search capability (text and
custom properties)

Thanks for the reply and I do see what you mean but it wasn't quite what I
had in mind. The flow charts will be part of a much greater site of our
company procedures and I wanted to construct the site in such a way that if a
user searched for, for instance, "Project Closure", the search engine would
find all instances of this whether it be in documents, explanatory pages or
in flow charts.
