How do I modify the Issues List for all new sites

I would like for all new sites to be provisioned with a modified version of
the standard Issues list. Can you point me in the right direction?

You can refer to these instructions on how to extend the SharePoint
workspace.

When modifying the Issues or Risks list, there will be certain fields that
cannot be modified or else you will break the workspace synchronization to
the reporting database process.

I don't have the full list but for example, you should not rename or delete
Cost, Cost Exposure. Trigger Description from the Risks form.
