Those are not Outlook files. They belong to Outlook Express, a diff program.
The only way is to copy the files to your hard drive and remove the read only
properties, then use Import from within Outlook. Use 'Import from another
file or program' on the Import menu to access the dbx files.
That wont work,
Outlook Express has to be connected to the mail store before you can export
to OL
(OE and OL have to be on the same PC) http://insideoe.tomsterdam.com/ for info on how to restore OE mail store
DBX files are Outlook Express folders and cannot be used in Outlook. See http://www.insideoutlookexpress.com/ for ways to import them into Outlook
Express and you can then export them from there to Outlook.

Thanks to all of you. The emails are from my old computer and was on Outlook
Express. However, I now have Outlook. I will import them to Outlook Express
and then to Outlook. Thanks again.
