How do I move items between folders more than once in Outlook?

I randomly get the following error message when trying to move an Outlook
item between folders: "Can't move the item. The item could not be moved.
It was either moved or deleted or access was denied." It appears to happen
the 2nd time I try to move a particular item. But, some items move multiple
times between folders with no problems, so the problem appears to be random.
I haven't seen any patterns about if an item has an attachment, or if I open
the item before moving it. I can't locate any references in the Office help
files to this error message. Any ideas?
