How do I NOT compress background pictures in publisher?

In creating and uploading a web page using publisher, it will automatically
compress pictures before uploading. I'm using a background graphic on my
webpage and uploading in this manner is visually unacceptable. How do I work
around the issue of the automatic compressing of graphics to get a sharper
background graphic using publisher 2003. I've installed sp1 to use the
compression tool in the picture toolbar but don't see it after installation.

Yes, bypass the embedded graphics. Publisher does not have a built-in
hotlink feature. Try the following suggestion I got from
you-know-who:
