How do I open a closed sidenote in small form that stays on top?

I have created a handy sidenote that I would like to be able to use
repeatedly. Is there a way anyone knows how to do this? I have tried
combining the /"filename" and /sidenote but /sidenote opens a new sidenote
each time.

Is it in the SideNotes section or another section?

It may take a few extra steps, but the SideNotes reduced UI is available in
any section - just Restore the OneNote window and then further resize the
window until the SideNotes interface appears. Then hold Shift as you
Maximize the window. That should "store" the window size so that next time
you open up that section (maybe with a customized icon as you have started
to experiment with) then just Restore the window and it becomes a SideNote
the way you want.
