How do I open Turbo Lister files requiring MDB Access Database?

My computer recently crashed and died. Some files from the computer were
downloaded and saved to disc. Some of these files were eBays Turbo Lister,
however given that I have forgotten old passwords I am unable to Restore
details to Turbo Lister. I have tried to open files directly from disc but am
being told that Windows does not recognise the type of file and that an
Access Database File mdb created them. Do I need to have Windows Office
installed on my computer to be able to open these files? Is Access Database
part of Windows Office? Any help would be greatly appreciated.

Yes, Access is part of certain packages of Office, and Access is what you'll need to open those files.

This, however, is a forum for Outlook questions, not Access questions.

There is a viewer for Access files called Snapshot. It allows you to view
only though, it's not Access so you can't change data. Use the Microsoft.com
website to search for snapshot viewer.
