How do I outdent tasks that are indented (Project 2003)

I have tasks as indented below, I need to outdent Task3 so that it is as per
Task1.
Pressing the <- button does not do it.
Also I noticed that I cannot delete Task 2 (inc subtask 3)

So How do I outdent or/and delete task2 or task3
