how do I pass a back up from outlook 2000 to a new windows mail

Run a small business and periodically save back up files from outlook 2000
into external hard drive. How can I use my new computer containing windows
mail to retrieve an outlook 2000 back up file?

Windows Mail is the successor to Outlook Express. It has nothing whatsoever
to do with Outlook. Was there a reason you thought it should?
You could ask in a relevant group if you can transfer OE data to Windows
Mail, but Outlook is not in play here.

If you do NOT have Outlook installed on your Vista machine, you have two
choices:

1. Install Outlook on your new Vista PC. With Outlook closed on the old PC,
make a COPY of your Personal Folders (.PST) file. Take this copy to your
Vista machine and place it in a folder where it will NOT OVERWRITE any
existing .PST files. Make sure the copy is NOT set Read Only. Open
Outlook, go to 'File|Open|Outlook Data File' and navigate to the .PST copy.
Open the file. You'll now have access to all your old email, contacts,
calendars, tasks, etc.; you can either continue to use Outlook, or import
mail and addresses from it with Windows Mail's Import feature. Note that
Outlook 2000 has compatibility issues on Vista

2. Export everything in Outlook on your old PC to Outlook Express on your
old PC. Make copies of all your Outlook Express .DBX files (including
Folders.dbx) and your .WAB file and place them in a folder on your Vista PC.
Use these instructions to import your email from OE to WM:

To import contacts from the .WAB file, double click it and follow the import
wizard prompts.
