How do I permanently change the commands on Visio toolbars?

When I add new commands to toolbars in Visio, they are only added for the
current session. For example I like to have the Zoom In and Zoom Out commands
available, so I add them to a toolbar, but the next time that I start Visio
they have disappeared. It is really annoying to have to customize the
toolbars every time that I start Visio. How do I make these command additions
permanent?
