How do I place a button over a part of a .jpg image?

Is it possible to take a .jpg image, lay that image into a Frontpage page,
and "layer" that image such that different parts of the image can be
clickable?

Because I think I just butchered my question, let me say it another way.

If I take a 'screen shot' of this TechNet web page, pasted it into a
Frontpage 2003 html page, how do I tell the program that the menu bar at the
top is clickable such as I can mouse over and click on "Home" and it will
take me to Home, or I can click on Library and I'll be directed to the
Library Link?

The way I "envision" this is that I might place a 'Layer' (if that is what
I'd be doing) over the .jpg image of this page, and on the layer, I could
make like a 'text box' that would actually be a "clickable" box over any part
of the image. Essentially turning that part of the .jpg into a button that
links.

Wow. That's harder to describe than I thought!

I'm sure this is easy. Can someone tell me generally how this is done?
