I am formatting my book and my endnotes need to be at the end of the end of
the last chapter but before the bibliography. I am working with a master
document and subdocuments.

And unless Word Heretic comes along to help you out, we can only help you
get the endnotes after the last chapter but before the bibliography if you
combine them all into one document. I will give you the instructions for
that, but haven't a clue whether they will help in the master document
situation, use at your own risk.
Set Endnotes to "end of section" and then suppress endnotes (File | Page
Setup, Layout tab) for every section *except* the one you want the endnotes
to follow. Make sure there is a section break between the last chapter and
the bibliography.
