How do I prevent a delegate from scheduling an appointment?

I am in a group psychotherapy practice and several secretaries can schedule
for me. Is there a way I can use Outlook to block a specific client (e.g.,
John Doe) from being put in my schedule when they frequently fail to show for
appointments or owe a back bill? I would like to be able to talk with them
before they are automatically scheduled for me.

It would be possible to develop a custom application to provide warnings in that scenario, but nothing like that is built into Outlook.
