How do I prevent an error in the keyboard selection process?

I removed all shortcut keys in the Key Settings (Regional Options) to prevent
a switch from regular punctuation to an alien substitution [" instead of a .
for example] to prevent the occurence whenever a certain (uknown) key is
pressed in error, but it hasn't changed anything. Any other ideas out there?
