How do I prevent HTML att'ments from being converted to email text

Within our corporate network, we can email HTML attachments without problem.

When an outsider emails me a weekly report - attached to an empty email body
- Outlook 2003 seems to take the text from the HTML attachment and present it
as plaintext in the body of the mail. The HTML attachment is gone.

In this behavior familiar to anyone? How can I prevent it?
