How do I prevent multiple auto-responses to same sender?

First off, I'm not using OOO because I want the rule to run permanently.

I want to send an auto-response to every person that emails me stating that
I only check email twice a day at 11 AM and 4 PM and that they can reach me
by cell phone outside of those hours. I only want people to get the
auto-response the first time they email me, not every single time as is
currently happening.

Is it possible to configure this through the rule settings?

I don't believe so, no. Rules contain no history. When a rule fires, it
can't know that it fired for the same person earlier in the day.

Is it possible to rig the OOO tool to do the same without falsely giving the
impression that I'm away from the office?

I don't think you can change the text the OOA sends.

One has the response frequency I need, the other has the response content I
need - and never the twain shall meet.

That's why Outlook is so extensible, so that you (or someone else) can make
it do exactly what you want.

I'd go through the add-ons at http://www.slipstick.com/addins/auto.asp
before writing a solution myself, but, this sort of solution is programmable
into Outlook. It just isn't a direct feature.
