How do I prevent the EULA from opening every time I launch word?

I have loaded MS Office 2003 Small business on a PC. I have activated the
software already but everytime the user launches the application, the EULA
window pops up requesting accept/ decline. Shouldn't this window only pop up
once?

I had the same problem when I loaded MS Office 2003. I tried several steps
going through the Words properties and selecting Administrator User but it
didn't work. I
went to MS Support and follow the instructions to remove EULA through the
"regedit". It worked! It also remove the EULA from my Excel program as well.
This should work.
