how do i promote a construction database designed in access?

I have designed a database for the residental home construction industry in
microsoft access. Can i promote the sale of this database although it was
designed with another company's software?

What do you mean by "another company's software"? If you are talking about
Microsoft and Access, no problem. It would be like selling a book that you
wrote in Word.

If you are talking about building upon another database built by someone
else or you took major hunks of code from somewhere, you need to get
permission from the author of the program and get their permission. Otherwise
it would be like selling a book where you stole half the material from some
else's book.
