Most logos are pasted into the header or as a watermark. Once placed they
don't move. Text and pictures added to the body of the document are placed on
top of the objects and text within the header layer.
A user could edit the header, and delete the logo. I haven't created word
templates so I'm not familiar with how templates are protected.
Additonally, you will have to decide if the logo will appear on all pages,
or only on page one. Word allows you to set three header/footer combinations
per document section. under the page setup option, you can create a different
h/f for the first page, and differing h/f pairs for odd and even pages.
