How do I publish forms for different offices?

I have developed a form, with a connection to an Access Database (main and
secondary).
.. I am placing the database at each of our State locations.(which each has
an S: drive) and I have created a folder called "Employee Training Log" in
which I want to publish my form to each of these locations, so that in each
location when they complete a form the information goes to their database.
The data connections that I made are pointing to the S:\employeet
training.mdb. So I thought it would work.

I am testing in another office, but it tells them they can't open a new form.

Can anyone out there help me or can this even be done?
