How Do I Publish Web Site to a CD?

I want to publish part of my web site to a cd. The cd has to have
someplace to record from. When I transfer it to CD the drive address
will change from C to D. If someone copies it from the CD to their
hard drive, the path will change back to C or whatever drive they put
it on. How can I publish the site to a cd and make the links work?
