How do I put soft edges on a picture in Publisher?

I am wondering how to put soft edges on a picture in Publisher. I can do it
in Print Shop but hate using that program as it is cumbersom. In Print Shop
you can do it through Special Effects on the photo button, I can't find
anything like it in Publisher, does anyone know how to do it or if it is even
possible? Any info would be greatly appreciated!

You must do this in an image editing program prior to inserting the photo in
Publisher. Publisher does not offer these types of drawing tools.
