how do i re-size a shape? handles are green but will not resize

I have a shape where the handles are green , but it will not re-size

It's quite possible that the size of the shape has been deemed to be
dependent upon the text in the shape.

Click on the shape to select it, open the shapesheet window (menu
Window) and look at the height and width formulae.

If the formula is something like
=GUARD(MAX(TEXTWIDTH(TheText),30 mm))
then the shape will resize as text is typed into it.
