How do I reconfigure Outlook to make calls from contacts

I use Click2Call for that but only because I've got Vonage VOIP service. Are
you using an office phone system or a regular home system

Outlook uses the Windows dialer for phone numbers and has no facility to
turn the modem connection over to a phone when the call completes.
