How do I recover a "lost" button bar in folder view in MSO 2000 Pr

For some reason I have lost the toolbar view that gave me buttons in the
Folder view of Outlook Express running under Windows 98. No View toolbar
gives me the capability to recover it. The button toolbar contained useful
toggle buttons like "send/receive, organize, reply, reply all, forward, new
e-mail, address book" etc etc.

Even tried deleting Outlook and reinstalling - to no avail.
