How do I recover email from Outlook 2003 to Outlook 2007?

Installing Outlook 2007 creates a new mail profile and often an empty PST.
Open the Mail applet in Control Panel and click Show Profiles. What do you
see?

So, select the mail profile that Outlook doesn't have selected. I'll bet
your data returns.
