How do I reduce picture size in Vista for sending via Microsoft O.

I have upgraded to Vista and I just want to know how to reduce the size of
photos that are to be sent via email in Microsoft Outlook. It was simple
when I had XP but I can't seem to make it work in MS Outlook. I've been
told that I need to change to Microsoft Mail (formerly Outlook Express). Is
that correct and if so, is it easy for me to just switch over from Microsoft
Outlook to Microsoft Mail?
