You can't do that literally. The whole TOC is a single field (assuming
you're using Word's built-in TOC feature), so every time the TOC updates,
the entire field content is rebuilt. Anything outside the TOC that refers to
something inside the TOC will be broken.
What you must refer to is the item (heading, caption, whatever) in the
document's text that is reflected in the TOC. If that item changes, then
both the TOC and your reference will be updated -- if you select everything
and update fields (F9) or if you go to Print Preview and back.
