How do I reinstate news and favourites commands in Outlook 2003

When I try to customise toolbar by selecting the "go" menu the "news" item
that I'd like to add to my toolbar seems to have disappeared.

In addition when I repeat this process to add "favourites" to the toolbar
there is no favourites choice in the favourites menu so I am unable to add
"favourites" to the toolbar.

Any help greatly appreciated.
