The first line of attack is to display nonprinting characters (Ctrl+Shift+8)
and see if there are actual empty paragraphs between the notes. If so, they
may be difficult to remove; you'll have to try every possible combination of
Delete and Backspace till you find one that works.
If not, right-click in the endnote above or below the gap and choose
Paragraph. In the Paragraph dialog, note whether there is any Spacing
Above/Below applied. If so, remove it.
If neither of these is the case, perhaps you have applied vertical
justification to your text? If so, this will affect the endnotes as well, I
gather, unless you insert a section break above the endnotes and change the
vertical alignment for the endnotes section.
